• Encourage and facilitate the gestation, expression, deliberation and cross-fertilization of ideas affecting Hong Kong’s economic and social well being
• Collect ideas from knowledgeable people and various other sources, and build on them via conducting brainstorming, consultations and research
• Construct quality and feasible proposals from collected ideas and performed analyses, and communicate and promote them to relevant authorities and the general public for consideration and adoption
